A new institution.
A known discipline.
ProofBinder was established in 2026 as the procurement integration practice of The Clemenza Group, serving federal, defense, state, local, and education agencies. It is a standalone operating company with its own governance, its own personnel, and a methodology drawn directly from years of defense integration work.
The Proof Binder methodology was developed for federal defense supply chains. ProofBinder carries that methodology across the full range of public procurement — defense and civilian, federal through local — where the documentation discipline is just as necessary and rarely as well kept.
The same five value-add functions, the same eight Proof Binder categories, the same four enforcement gates. Different statutes, different procurement codes, different cooperative contracts, different agencies.
One firm.
Every sector.
ProofBinder works across the full range of public procurement — federal and defense agencies, state governments, cities and counties, school districts and universities, and the commercial suppliers who sell into them. One firm, one methodology, applied from federal through local.
The methodology does not change from sector to sector; the statutes, procurement codes, and contract vehicles do. ProofBinder carries a single documentation discipline into every one of them.
A public-facing institution.
Open by default
ProofBinder designs every engagement on the assumption that the binder will be read by an inspector general, a state auditor, a board of trustees, or the press. Open-records readiness is the default, not the feature.
Process before personality
The same workflow is run for a school district as for a federal civilian agency. ProofBinder does not have favorites. The methodology does not bend.
Documented value-add
Every dollar ProofBinder is paid is traceable to a documented workstream. No pass-through, no mark-up without substance. The value-add work log is the record.
Conflict-aware
ProofBinder declines engagements where prior representation, ownership, or material interest would compromise integrity. The list of declined matters is internal record.
